Yes, you are correct, and in this case 30W ballast would do better
than a 25W one, but I understand the OP is on a budget and he
already has 25W ballast available to be used, not considering
a purchase of such...
It is always best to match bulb and ballast for optimum and safe results.

No, but an electrical supply shop will be able to sell you one.
