Default Is This A Bad Computer Module?

I went to start up my 1998 Chev Prism LSI and it immediately began
acting wierd. I heard a sound like a relay clicking on/off rapidly plus
the car wouldnt start. I turned off the key then tried starting again
with the same results.

After the fourth time I smelled smoke. I turned off the key
immediately. Waited a minute then tried a gain and the car started. And
it ran normally with no problems!

Then I noticed the headlights would not turn off. The car runs great,
everthing, air, heater, radio etc operates fine, but the lights won't
turn off!!

I have the car parked with the battery cables disconnected.

Anyone have any clue as to the problem?

There are several things that could be causing this problem. The head lights
are controlled through relays by a module that also controls the Daytime
Running Lights and there are various inputs involved. You could have a
short, a bad switch, a stuck relay, or even a bad control module. You would
need some test equipment and a trouble shooting flow chart to properly
diagnose the problem. I would suggest letting a shop that is equipped to
handle this particular system take a look at it. Is the Check engine light
(MIL) on? There may be some trouble codes stored that would point towards
the problem.
