Well, I took out the whole instument cluster, and lo and behold, the
problem surfaced. The indicating light bulb had been removed. Great way to fix engine light problems. I switched a bulb to try it and the light comes on fine now and then goes off, so at least that is not a problem. Now on to the next problem of why the OBD connector is not reading.
