the easiest way is prevent phase separation is to reduce the water
content. i don't pay to have water added to my gasoline [which of
course you can do with ethanol as an "additive"]. just like i don't pay
to have spirits diluted in a bar. or the supermarket short change me on
the produce weigh scales.
