They'll just block it 5mph faster, and be being going 15 mph slower than
everyone else if not speeding themselves.

Some "Laura" type would block it on principle. "Speed kills" is BS, but
enough morons believe it to block any one- or two-lane road with a decent
limit.

Better to enact (///) on the whole road, and enforce "Keep Right Except
To Pass" as they do in Germany.

Yeah, and how do they know their speedometer is correct? After buying a
GPS for my computer I checked the accuracy of mine and found it reading
about 10% too high. That's pretty much, at least when you get up to
80-90 mph which is my usual freeway cruising speed. So now I can drive
100 mph according to the speedo and still know I'm only going about
90... :-)

and make that the MINIMUM speed for the left lane and enforce it like the
max speed limit is enforced now. I'm sure that there are lots of
juristictions who would love the new revenue stream...

No, I disagree.

Quantifying an upper bound is an absolute must, even in the #1 lane.

Otherwise, it will become one giant auto race on the roads as the #1 lane
tries to outspeed the number 2 lane and other lanes further right (e.g.,
someone passing "slower traffic" in the number 2 lane by using lane 3
instead of lane one), and by extension the 5 mph over the other lanes margin
will increase as the other lanes also increase their speed.
