Looks like a smart way to park if you're (un)loading stuff on the bed,
like these guys are doing. I've never lived anywhere where it's illegal
to cross a solid line to pass a parked vehicle.

Nope, I'm not. I'd have zero problem if someone parked like that, for a
good reason, in a quiet neighborhood.

This begs the question: did whomever just park the vehicle like that
long enough to unload (or load) whatever and then move the obstructing
vehicle to a more appropriate place or did he unload whatever and then
leave the truck there untill he was done and ready to re-load and move
on?

Sure, as long as they're not blocking the sidewalk.

You're missing the point. It's the difference in *height* between the
bed and the street vs. the bed and the curb.

Another dumb question, but don't the homes in this neighborhood have
driveways, with cutouts in the curbs to accomodate such? And if so, why
couldn't these gardeners (were they wetbacks, by chance?) just roll
their up the driveway to the lawn?

Not without the legally required traffic control devices and licensed
flaggers, that is. If you've got cones, signs and someone with a
STOP/SLOW sign, its OK.
