I knew a fellow from Hong Kong who said that pedestrian fatalities
were not only common in Hong Kong, but that the bodies would lie in
the streets for days before the authorities picked them up. Perhaps
it was Hong Kong, and not China, that was being referred to?

Sorry, this just sounds anecdotal and not at all realistic.
