We have just installed a tank at work for goldfish, bubble eye and the like
and on reading up on these coldwater fish it seem they prefer temperatures
of around 23 deg C which is the same as the temp of our tropical fish at
home.
So should i buy a heater?
What do you guys think? If i did heat the tank to this temp then i would be
able to put in a plec.

I don't know much about goldfish - in fact I hate the little !@#$%s.

However, I have quite a few the girl friend has bought.

I use them to start new tanks and often throw them from tropical tanks into
cold tanks and back again.

In my opinion, they are don't care what the water temperature is. As long
as you keep feeding them they will keep hapily growing and pooping (they are
good at that).

Now a pleco is worth keeping, so I suggest you buy a heater:)

a heater will stabilize the temperature. temp fluctuations can stress fish
out. get a good submersible one that you can set with the temp on the side
of the heater. they are expensive but i find well worth it.

beware that plecos love the taste of the slime coat on goldfish.
