Default Coldwater confusion

We have just installed a tank at work for goldfish, bubble eye and the like
and on reading up on these coldwater fish it seem they prefer temperatures
of around 23 deg C which is the same as the temp of our tropical fish at
home.
So should i buy a heater?
What do you guys think? If i did heat the tank to this temp then i would be
able to put in a plec.
