I have a refugium with about a 5" bed of live sand, skimmer, and about
55 lbs. of LR in a 30 gal tank. But there's still a lot of green
algae that grows on the LR. Seems the coralline can't quite grab a
foothold and spread throughout the tank.
Nitrates are next to nothing. Do I need to add some macroalgae to my
refugium?

You should test for phosphate. You do want macro algae in
the refugium, as it will grow and outcompete the nuisance
algae growing in the tank.

Your lights have allot to do with your growth of coralline algae as well.
