For what it's worth asking:

Is it correct to assume that a higher wattage (in regards to ballast) can
fire a lower wattage (in regards to a bulb) lamp? I have been running lower
wattage bulbs on higher wattage ballasts for a few years and was just
wondering if anyone has performed a study on the results or damage of the
ballast.

It's funny....over the last couple days, no one has wanted to play with him

Sure I do, if you are willing to give it. I am always anxious to hear what
