If the water level in the pond is higher than the surrounding ground level,
then the weight of water should hold the liner down. If it does not, then insert a hose between the liner and the soil, and try to get it to go as near the center of the bulge as possible. The weight of the pond water should start causing the water to run from the hose, and the liner will start to settle. Continue filling the pond as the water flows out from under it. Leave the hose in place for future water to escape. So after putting a lining of field stones around the perimter and along most of the bottom. with water level is so high the side push in and the bottom still comes up in spots.
