Default Red Shiner / Rainbow Dace

I have seen a picture of some Red Shiners or Rainbow Dace and I would
love to introduce them into my pond here in the UK.
However I understand that you need a licence to keep them. How much is
a licence and how do I obtain one.
The next problem is how do I find someone who stocks them.
Finally do they live happily with my Goldfish, Shubunkins and Orfe.
