Default Sick Oranda

Hi all. I have a few questions....I have two fish in a 28 gallon aquarium. One fish, the fantail, is acting fine and the other one that we just got(oranda) is not. The oranda from the very beginning(I know I should have put her in the hospital tank) has been on the bottom. I see not outward symptoms as far as disease. It's almost as if she can't pull herself off the bottom. The water parameters are as follows:

Ammonia 0
Nitrate 5
Nitrite 0

Ph was measuring 7.8, water temp 72

I pulled her out and put her in another tank, unfortunately that one has not cycled, but it has fresh water and a filter, and I tested the water and it seems fine.

She is exhibiting the same behavior in the hospital tank. I thought she was constipated because she has not passed hardly any stool, and I have no substrate on the bottom of the tank so I can keep an eye on that. Would constipation cause these symptoms?

I don't have any other orandas, I have only a comet in another tank so I am not sure what their normal behavior is(my husbands fish).

What diseases commonly produce these symptoms? I am at a loss.....
