This isn't entirely true. I've sucessfully patched small leaks in a
tank by covering the outside of the leak with silicone. I had to be a
bit gratuitous with the silicone - so it didn't look professional or
anything. But that's a hell of a lot better than a leaky tank!

Have the leaky area be dry, however, is very important. Water will
prevent the silicone from curing.
