Any normal (not UV) 25w fluorescent bulb can be used to test it, they are
only a few dollars.

Any 25w ballast can be used to replace the ballast (not transformer).
Take the whole thing to any hardware store.

I have found it can be cheaper to buy a lamp and remove the ballast
than buy a replacement ballast! :0)
