I would look over your fish food and make sure they are suitable for fish
with a prawn based diet

Hard to know whats going on, it could be death rattles from poisoning
(ammonia, chlorine,nitrite, insecticide), or the fish could be
constipated (maybe feed some frozen shelled peas?), could have
tb/dropsey......
tumor could be pushing on it's swim bladder
could even be some sort of parasite.....
What are you feeding this peacock? Chances are it may be diet related.
