as the Blue gets slowly phased out? Far fetched theory?

If not what is the best way to proceed? (He dosen't have
another tank) The 4" fish is in a 38gal with a 3" PLECO.

As other posters have said, methylene blue is not very effective for
parasites-you are better off with a formalin/malachite medication.
Methylene blue is reported to have a mild effect against nitrite toxicity,
but as far as I know not against ammonia. It is toxic to some bacteria,
including the nitrosomonas in the biofilter. All in all not a very useful
medication when compared to the others available these days. I think a fish
as sensitive sa discus would be very stressed by the disruption in the
biofilter.
