Default Salt water to fresh water?

I would like to change one of my sal****er tanks to freshwater. I am
using a wet-dry biofilter. Can I change water to fresh and wait for
fresh water bacteria to cycle with a small fish load or do I have to
completely clean the tank, filter and media and start like a new tank?
