Default Setup for outside lotus container or pond

My lotus container doesn't have an airstone/circulation and it's not
stagnant. Actually this is my dog's favorite drinking spot. I do keep
mosquito fish in there as I have a bizillon of them. I forgot what zone you
are in, but you could pop in a goldfish?

You can bury this container anywhere you like in your garden. I have it
just outside my door and really enjoy having it that close. As for water
level, I keep mine at 2-3" in the spring to allow the water to warm up.
Then add more according to the weather, probably at 5-6" right now.
