Prizm Skimmer top tank full

My water is crystal clear in the skimmer.
the foam is brite white and turns back to water quickly

The tank on top that is supposed to hold foam, is full of water.

Is this normal?

I thought it should be full of foam.

Is this cause it is a new tank?
