Default preparing for power outages

I lost a couple fish to Hurricane Frances. Our power was only out about
18 hours, but two of my more fragile fish didn't make it. Sigh.

With Hurricane Ivan headed this way... I have two questions:

1) Without a UPS, what steps should you take when the power goes out?

2) Can anyone recommend what kind of UPS to get and where to buy it?
(Do they make a humming sound?)

Thanks.
