Default phosphate persistant.

I keep getting an algae problem with my new tank and a few people have
suggested its a phosphate problem. after trying a phos-zorb pouch and then
3 Hagen phosphate removing pouches the tank seems to have got stuck at a
level of 0.03-0.25 ppm. I replaced the pouches with a new single one in
case the old ones were exhausted. no change. then I did two 14 gallon water
changes within three days of each other and still nothing changed. I even
have a couple of piece of calerpa on rocks but these keep getting covered in
slime algae within a day. my only hope is that the brown algae is now a
greenish colour.
but this only seems to have started since switching to RO water for my
waterchanges.
ant advice.

I seem to get an algae flare up every time I do a water change. It doesn't
seem to matter if I use RO with a salt mix or natural sea water. It seems
to settle after a few days. My phos levels seem low according to my test
kit, and I have a sump full of caulerpa and algae.
