Default potassium permanganate

I would like to know, how to use this to desinfect a tank with no fish.
I have bought some, and have googled it, and it only has info on dips
and ponds not really tanks. When the tank is to be done the fish will be
in a aback up cycled tank. I only purchased 4 oz.

Sure it will work just fine, but bleach is cheaper.

Oh I know that. I wanted to use the PP on incoming plants in the furture
and wanted to try it as a disinfected without the residue of bleach.

I guess not to many here use it.

I did once about 6 years ago on some plants. I'm not sure it had a
positive effect but it didn't seem to have a negative one.

Just add a few crystalls to a bucket of water, and allow to dissolve
completely. The solution should be pink rather than wine-red. You really
only need very little. This was used in the "good old days" as a rinse
against sore throat.

Not sure that it will do much good, but it won't harm. Regarding the
fish disease however I suspect that you will have to deal with the real
cause, rather than with the symptom (which infection by opportunistic
bacteria usually is).

Oh, the solution can leave nasty brown stains (manganum dioxide) on
fingers, carpets and just about anything else, so be careful.
