Default Cyano

Quick question. I seem to be dealing with an outbreak of cyanobacterium.
(Which really makes me PO'ed given my weekly 15 percent water changes with
RO water and light fish load. So the question, what is the major cause of
this algae outbreak? Is it an excess of DOC? It doesn't make sense for it to
be Nitrates or Phosphates. My levels are LOW LOW LOW. I suspect I just need
better skimming but would like the groups opinion.
