Default paint for use in tank

Is there any type of paint that is safe for use in an aquarium?

I had heard that acrylic paints could be used, but do you need a sealer over
them.

AFAIK, you can use any paint if you seal it after it has fully cured. A
good sealer is a 2 part marine epoxy. Make sure that you can't have
water ingress from underneath, and you can't epoxy anything which has
flex to it. If you don't seal it, ymmv. Normal paints are not designed
for underwater usage, and the special ones which are, are very expensive
and sold in bulk (swimming pool applications). Then you have to sort out
which ones are non-toxic, and if you think a manufacturer will make that
claim, then you have not tried to find a submersible non-toxic paint
before ;~)... I have.
