Default 29 hours without power and the bio filter

the tank has about 40 med to large assorted africans in it

my question is how long until my tank cycles again? I imagine that
there's still a lot of the bacteria there even if the bio wheels, and filters
died

as of this morning the ammonia is still 0 after running for about 8 hours

Not to worry. You're aquarium is still cycled -- the bacteria is
everywhere. During power outages, however, we need to take our
Bio-Wheels out of the filter and float them in the aquarium itself so
they stay wet, and their colonies of Nitrosomonas and Nitrobacter stay
alive --
