Yes it does by removing organics that contain phosphorous.

Ahh, the great chemistry Guru speaks! You really don't have a clue! Lol. The OP asked about phosphate (PO4-3), not phosphorus. Although skimmers remove organic compouds that contain phosphorus, they DO NOT remove phosphate. While you're at it you may as well state that skimmers remove orgaincs that contain Carbon, Oxygen and Nitrogen. There has been some thought that it removes orthophosphate, but I've seen no proof of that. Goof ball, do you know what orthophosphate is? LOL ortho-  a combining form used in the name of that acid in a given series of acids that contains the most water So it's very hydrated phosphate :-) Many years ago when the idea was presented that protein skimmers might remove orthophosphate, I looked it up, and it was defined as a highly vaporous form of phosphate.
