Default I've got blisters on my goldfish

I have been treating my goldfish for the last three weeks with Romet B
and the tub to tub method, with the water treated with epsom salt. She
has been getting better. The red spots she had are completely gone and
she is showing other signs of healing, but something else is happening
that worries me. She is getting small blisters. While sick she was
severely dropsied and lost many scales. Could this be part of those
wounds healing? Are my treatments failing?
I am planning on moving her to a new 10 gallon. I had been hopeful
she was getting close to me ending this ICU treatment, but with these
new symptoms I am not sure. Is it safe to move her?

How is her development going to be affected by all of this?

blisters like this are bacterial. keep doing what you are doing and they will
resolve. of course, if you can get oxolinic acid antibiotic and treat, that would be
